N.C. Preparer Indicted for Fraud

DOJA North Carolina man, who allegedly did not identify himself as a paid prepared on client tax returns, has been indicted on several charges. Hassie Demond Nowlin of Greensboro, N.C., has been charged with corruptly endeavoring to obstruct and impede the Internal Revenue Service, preparing and filing fraudulent tax returns, bankruptcy fraud and making false bankruptcy declarations.

Nowlin, also known as Hassie Demond and Brilliant Knowlin, was alleged to have filed personal returns reporting fake income and taxes withheld, seeking more than $700, 000 in refunds. The indictment alleges these activities occurred between July 2008 and July 2009.

It is also claimed he told IRS agents he did not prepare returns for clients while he in fact operated a tax preparation business from January 2011 through January 2017. He was accused of claiming phony business and education deductions to produce refunds for clients. He also had more than $250,000 in client refunds placed in accounts he controlled.

Moreover, between 2008 and 2010, the IRS assessed taxes, penalties and incomes related to his income tax returns for 2005 through 2008. After being notified of the assessments, Nowlin allegedly began concealing assets in the names of nominee entities.

Additionally, the indictment alleges that Nowlin tried to cheat creditors by filing six fraudulent personal bankruptcy petitions between April 2013 and January 2017. He is charged with failing to fully disclose income and assets on five of those.

If convicted, Nowlin faces a maximum sentence of three years in prison for obstructing the IRS and for each count of preparing false tax returns and five years in prison for each count of bankruptcy fraud and making false bankruptcy declarations. He also faces a period of supervised release, restitution and monetary penalties.
