IRS Reopens PTIN System

The Internal Revenue Service has reopened its Preparer Tax Identification Number system. The agency closed the PTIN operation after a United States District Court decided on June 1 that the IRS can require use of the numbers but has no legal right to charge fees for issuing or renewing PTINs.

The IRS said it has resumed issuance of PINs without charge while it works with the Department of Justice to considering how to proceed. A major issue to be decided is how to provide refunds for fees already collected.

Those concerned about claims and refunds should contact the PTIN Fees Class Action Administrator at www.ptinclassaction.com. They should not contact IRS.

All individuals who prepare or assist in preparing, all or substantially all of a federal tax return for compensation is required to have a PTIN. All enrolled agents also must have a valid PTIN.

The IRS will provide information on the Tax Pros page.
