The Santa Barbara Tax Products Group, which had opened enrollment for offering Refund Anticipation Loans, has dropped the offer from its Web site. As recently as yesterday the company, which acquired the bank product business of Santa Barbara Bank & Trust early this year, had featured a section on its Web site for enrollment. But now the Internet site publicizes only federal and state refund transfer programs.
