Preparer injunction

On account of this mess I am planning on not preparing taxes after Dec 2013. I have been doing it since 1973. The thing that bothers me the most is I have complied with the state of California requirements, filed my state registration timely, taken the required test each year and the IRS does not recognize that Calif does have continuing ed. There are only a few other states that require it from what I understand.
