As of November 22, it is impossible to apply/reapply for the number on IRS wibsite despite notice to do so sent early November. I have mailed, instead, Form W12 (plus $64.25 fee) more than four weeks ago, there is no confirmation nor response. I waited more than one hour by phone to inquire about this program, and gave up to contact. What is going on?
