Delaying Refunds to Counter ID Theft

I think with the stripping of the rapid refund from the table, adding this is burdening people even further. There are many who are facing dire financial situations who DO NOT have access to credit cards and need their refund as soon as possible. This will hurt many times over the number of people it will prevent problems for. The idea of fingerprinting every taxpayer in the United States sounds like they didn't really think about the idea. Ask your local police department who has just laid a bunch of people off if they have the staffing to fingerprint every citizen filing a tax return in their jurisdiction. Sounds like a wonderful idea from some bureaucrat who will not be the one facing the taxpayers subject to their wonderful idea.
