The treasury has a valid interest in the fees paid for refund loans. Basically, the Earned Income Tax Credit was not created to subsidize the banking industry. It was created to provide for the basic living expenses of those who qualify. The use of the money to pay RAL fees is a huge taxpayer subsidy to the banks and reduces the effectiveness of the system.
